Not true.
Email is possible when throttled, but netsurfing, while theoretically possible, is so slow as to be unfeasible. You'd have to figure out how to disable your web browser's timeout feature , because it might take hours to load one simple, text-based web page.
i don't think i ever had a text based web page take that long

and it usually loads quickly on the refresh
and that usually means a server bandwidth load .. on that end
and these forums.. well the software is OLD, the servers are new
and there are tens of thousands of members
i'm not going to wait hours on ANY webpage, TEXT only pages are rarer than unlimited data plans :W
