A shortcut is not a program or app and I believe that is all you can pin to Task or Start Bars. If your default browser is pinned to the Task Bar, you can pin it to your default browser, the program or app it is associated with, by dragging to task bar and choosing that option. Then it becomes available by hovering over the browser in your Task Bar.
