Clear QAM is "sort of" going away.
QAM is the cable companies equivalent to Digital Over the Air (OTA) broadcasts.
QAM can be "open" like OTA or it can be "scrambled" (by the way OTA CAN also be scrambled at any time but OTA broadcasters are not allowed to enforce this at this time).
Cable companies have been cutting back the amount of non digital analog channels since they can fit four or more digital channels in the same space as one analog.
At the same time Cable companies offer "tiers" or different levels of "service". Cable companies have had many different ways to "scramble" premium content, if you paid for basic, you are not able to "see" the upper tiers (the old days they often used "filters" on the pole where your drop was connected). This hasn't changed with QAM, but has allowed cable companies to manage the tiers more effectively.
Typically all "basic" channels on nearly all cable companies is not scrambled, they are "open".
Now if you paid for an advanced or enhanced cable package you will end up with a cable company set top box. The set top box is the descrambler and it is fully addressable remotely by the cable company.
What typically happens is the cable company in an effort to get more subscribers to pick up an advanced package will put a few "basic" channels into a upper tier package..
This maximizes the upsell feature and if you really want that channel you WILL have to have the cable box to get it.
There is a good chance the OP could view many of the basic channels directly without the cable box as long as they have a TV with a QAM tuner (most TVs which have been built since the OTA change to ATSC will have QAM).
The downside is if some of the channels they want are scrambled, they will not be able to view those.
My local Cable co is in the process of discontinuing all analog channels (started June this yr) and for those that want a higher tier package above basic will need the cable co set top box.. My Dad only has basic and so far has not lost any QAM channels and he does not have a set top box, just a TV with ATSC/QAM tuner..
