TiVo boxes require the subscription to display the Program Guide, receive its updates, and utilize it for programming.
If you're willing to enter all programs to record manually (date/time and channel), it will record and playback -- but it will give you trouble when using it to display live TV via passthrough to your TV set. You may need to put the TiVo output on a second input to your set, and switch to it only when you want to either program a recording or watch a playback.
Manual recording will probably work fine for off-air TV, but it would be a mess to try and manually program the hundreds of Cable channels.
There are loads of old TiVos available that are still quite viable for off-air recording. Good luck finding one for your enjoyment.
