AT&T has negotiated a DNS carriage deal with Fox. Still working on the other networks...

AT&T/DTV didn't need contracts previously since STELAR gave them a blanket flat rate license for out of market carriage. With that license gone, they now have to negotiate individual contracts for each network or add the 12 DMA's they don't currently serve.
