They phase in new revisions so that they don't rollout a bug to the whole country. Besides I imagine every rollout causes an increase in customer support calls for a while so they try to spread that load out. In an emergency they could roll out an update to the whole country at the same time but imagine the call load.
Their original schedule was end of July to the first of August so if this is the final fix we have been waiting for they are ahead of schedule.
