No... The NYC and LA locals are spot beamed for Dish only customers. Only AAD customers have access to the CONUS beam channels/transponders the NYC/LA SD feeds are on.
On edit: To expand on that a bit, Dish also controls which channels you receive via a digital authorization signal sent to your receiver periodically. There can be many channels on the same transponder, regardless of its beam footprint, and you'll still only get those channels Dish authorizes for your account.
