If your zip was 99999 a well designed auto search dish would find the sats anyway. Based on what you tell Dish they will authorize your receiver to receive the local channels for your area. Your receiver downloads this information. It has no ability to identify it's location.
Question to ponder: If you wanted to watch HBO or NFL Sports Package do you think your receiver can communicate this to dish or YOU must do that and pay the bill?
