How about this as an alternative to clear this 'home' issue. We are leaving for Corpus Christi Mar 22.
After we unplug the VIP211k receiver, pack the Tailgaiter and are travelling, we will call Dish and ask them to change our location to Corpus Christi. At this time we will NOT be locked on to any satellite. Dish will have no way to know from where we are calling and since the reciever is off, there can be no communication back to Dish from the receiver. Will this clear up the 'must be first locked on at the new location' requirement you claim is a prequisite?
When we set up at Padre Island National Seashore's Malaquite campground we will post the status.
Then we will know what you mean by 'properly' and whether Dish needs 'very specific' location data. Heck, I can give them GPS coordinates right now that will get within 100yds. Is that specific enough?

First, Dish cannot use GPS info to change your location (yes, they could, but no, they will not).
Second, "might that work"? Maybe, but I doubt it. The reason I say you first need to be online is that the only way your receiver gets updated is when Dish sends a signal via satellite to your receiver. This signal is sent only once and only when the Dish rep. gets your request. If your receiver is off-line at this time it's most likely that the change will not happen unless you get yourself online and call again.
I don't mean for this to be a contentious conversation and I am always willing to learn a new technique. If you want to give that a try and it works, please let us know. However, based upon past experience, I don't believe you will have gained anything (you still have to call) and you might add an additional level of complication.
I also do not mean to be contentious.
According to my wife, she called Dish while I was fueling in Alpine, TX. We were on our way to Big Bend and were worried about cell service in BB. According to her, Dish set us up for Odessa with an address of 1 Panther Junctionin BB. We got TV just fine in Rio Grande Village which is 20m East of the VC. Neither of us recalls noticing location info in the news or commercials. We did not contact Dish while in BB. At this time, we may not understand what happened except to believe what we recall is a clear opposite of what you are saying.
A scientist will never claim that anything is settled. If that were true, the world would be flat and the sun would orbit around the earth.
I am willing to test. In order to test your comments/experiences, what would you prefer I do?
