I suspect the Chat agents are not the Colorado-based Telephone agents, because they often use odd English grammar... like it's their second language. But that's not an excuse for the agent's performance. (Being text Chat, I often save the discussions, complete with the second agent blaming the first agent for doing it wrong.)
Chat agents seem less informed. Back when I had Dish Distant Network Service, Chat agents regularly told me there was no such thing, while Telephone agents usually knew it existed but could not provide help (they always had to transfer the call to Advanced Support).
By the way, reaching a Dish agent via Chat is much faster than by Telephone. And much easier to provide the necessary info (account #, new address, etc).
I suspect you are right in that. Chat is also inefficient without longer typing.
