Yep, that's what happened at Dish (and didn't happen at DirecTV).

Ignore anything about a mobile DTV account. There's really no such thing. You do need to fill out and send in the DNS waiver along with a copy of your vehicle registration.
You will get the NY feed if your RV is registered in the Central or Eastern time zone and you will get the LA feed if your RV is registered in the Mountain or Pacific time zone. The fee is $15/month. Many users have been able to get both coasts activated (I have them both but I was grandfathered in when they made the change) for $20/month.
