It is possible that certain phones, like Motorola, don't do well as hotspots, and the salesman was incorrectly extrapolating that to include all phones. Or, the salesman and the OP were discussing a Motorola phone at the time.
I had Motos until I got tired of how hot they got, and that their charger plugs were so flaky and hard to connect.
