Convenience stores often will tax each item individually rather than the total amount. Due to rounding up, it is one only one or two cents per dollar. Multiply it by the average store doing 1.2 million dollars per year, and with some chains having thousands of stores, we are talking big dollars.
Also, an ignorance of the sales tax laws could come into play. Florida's tax law is so complex that items that are exempt,are often charged sales tax. No deceit intended, just too hard to figure out.
