I interpret your post as to wanting to change the file size not the image size. That is done be changing the file compression. I don't think there is a built-in way to do that on an iOS device. If you have a Mac computer, you can do that on using the Preview app that comes with every Mac computer.
Changing the actual size of the picture will reduce the file size, along with the picture size. You can get a picture editing app from the App store to resize a picture. Hard to believe that Apple hasn't put that ability in the Photos app. There is a round-about way to do it by mailing the picture to yourself!
From the Photos app, select the picture you want to resize and tap on the share option. Choose mail and use your own email address. Tap on Send and select one of the resize options. Note these change the image size which, as a byproduct, change the file size. Small is 320 by 240, too small as far as I'm concerned, but may be the only one that will get the file size small enough for you. Medium is 640 by 480.

By the way, most forum profile pages restrict both file size and image size. For example, this forum restricts profile picture to no more than 640 by 480 image size and no more than 100KB file size.
