Only advice is trade it in on a VIP-711K (Avoid the Z) you might try asking for customer retention and suggest a change of provider to DirecHDTV if they do not do what you wish..
I very seriously doubt there is a Technical reason they can not activate the one you have... But of course they wish to maximize your bill.
There is no such thing as a Travler dome. The Trav'ler is an open face antenna and will work just fine with every Dish receiver.
