I can tell you from first hand experience. I have the latest Ipad (until Nov 1.)
The Ipad with Retina is still very hard to read while outside. Since we are leaving for the south, I am changing all my books over to my Kindle. At home we have a porch so I don't do much reading outside while here.
I have the latest Ipad (until Nov 1.) I don't see reason why the new one will be any different. It's main features are lighter and faster processor.
