I FaceTime on verizon without wifi. Over LTE only.
I have iphone 6. It's on 8.1.2 and has worked fine since I got the phone on ios8.
I'm not sure why you would have to be on wifi to use FaceTime on any ios or provider, but I guess it's possible for some weird reason.
