Irfanview image editor, a photo program
i use it all the time, it plays swf files, and when the window opens there is an arrow ? in the bottom right corner for resizing
i just tested it on an old swf game program 'zoo keeper'
on my windows 8 laptop
its free, no malware, very good photo program, and way more uses than you need for just swf
but it will do the trick
just install it
put your 'electric monitor' in a folder with or without some images
and open irfan view and browse to the electric monitor
