Umm.. Contact Frontier service?
Would seem to be a good place to start rather than throwing parts at something that just most likely is not on your end.
Assuming you have copper combo DSL/POTS line, it is possible to have a analog dial tone and your analog phone work but yet not have an Internet connection or the reverse (Have Internet but no analog dial tone).
