yes, traffic is included, however the traffic included is broadcast on the FM band (or was) and does NOT cover the entire U.S. but mostly the larger cities. My experience is that it is often not that current.

the $4.99 app for traffic uses your android (or Iphone) traffic. With android, the traffic shows up as real time anywhere there is cell coverage. Best I can determine, what goes on is that google is able to get average speed of phones in cars on roads from the cell sites and compare to road speed limits. Then shows green, yellow, red. My experience is that it is extremely accurate and current. In the past I've used the phone rather than GPS for traffic for that reason.

the android traffic will even show traffic patterns on residential streets in our neighborhood. In the early morning it will be "yellow" on roads I know have lots of local traffic then swith to green quickly after "rush hour". These are roads with 25mph speed limits in residential areas.

BTW you can also for $4.99 get most of the state DOT roadcams as well from your phone app.
