Devil's advocate: I wish Google Play would go with a tiered system. The first tier is like what they have now, where a developer can put an app or update on at any time.
However, I wish they would add a second tier, where they work similar to Amazon's store and actively act as a gatekeeper, where only actively checked/vetted programs and updates are allowed. Then, by default Android phones only allow downloading from the second tier, but can be checked with a stern warning to read permissions if one wants the "free for all tier".
This would get rid of almost all malware issues in Android.
