Apple's App store sells only to people using IOS, that's it. While the Google App store sells for any Android based device, which means... Samsung, HTC, LG, Google, etc.

Umm what..OP's comparing Google Play to Apple app downloads.. That's it.. That's OS to OS. Not phone to phone. Not to mention apple is helped out just a little bit by ipod/ipod mini/itouch downloads (notice I didn't mention tablets). So if you were wanting to compare apples to apples, there's alot more involved than that.
You want to compare google phones to apple phones (manuf.), then apple wins hands down, I'm pretty sure google has sold less than a million phones total (nexus one, nexus s, galaxy nexus, nexus 4).
