I would go with the D3200. DSLR's are a lot more like computers than cameras and each generation gets significantly better though not always less expensive. You can add a lens later for more reach but the camera is the camera.
Lots of advantages to Nikon (or Canon) in that you have literally 10x as many lenses of all price ranges from Nikon or Sigma or Tamron to choose from which is not going to be the case with other cameras.
