I have not worked with Verizon that much, but when we camped where they did not have service they were very nice about it. We had a family emergency at home, so without service, we had to drive about 20 miles to locate a signal. I called AT&T about it, they asked where we were, and then verified that they did not have service in that area. They gave me a credit for the 10 days that we were out, and thanked us for using AT&T. Another time, I called and verified service in an area that we would be staying in. They were able to give us an exact GPS setting for the nearest tower, and were told that our service in that location would be spotty. I did not ask for a credit that time, as were able to use it when not at the campsite.
