I agree with using Advanced System Care. I have used it for years with good results.
I too use IE and have zero complaints and I have used most of the others.
Have you tried going to Control Panel, Program and Features, Turn Windows Features on or Off? There is a check mark by Windows 11. You could try unchecking it, let it do its thing then turn it back on.
