How to Block Automatic Windows 10 Updates?

I have my windows 10 advanced options:
"Automatically download updates, even over metered data connections" set to off. However, several updates have been logged on the "View Update History". Most recent were yesterday even!
When I go to 'check for updates' I'm informed that I have the latest updates already installed.
Obviously setting Auto download updates to off isn't having any effect I can fathom.
