Well, yes and no. There is no guaranteed slow down if you exceed 22GB. However, there is also no guarantee that you will not be slowed down after you hit 22GB. Verizon calls it Network Optimization. If you are on a busy tower you will be slowed down. If you are not, you may not be slowed down. It's all quite a cr4pshoot but there are no promises of performance, only promises that you will stay connected (4g?, 3g?, 2G, dial up?). That is guaranteed. You will always have a connection.
I am on a 4GB/month plan and I exceeded that limit on the last day of the billing period but since I also have the connection guarantee (whatever they call it) I never lost my internet connection and I didn't have to pay for additional data. I would not liked to have done a speed test during that last day but I got through it and I really don't care.
