I believe you will find that it turns off automatic downloads of IOS updates, also. The IOS downloads come through the App store.

The default setting is to automatically download updates in the background. But, Apple does not dictate that you must leave it that way. You may disagree with the default setting. I imagine it was chosen to protect those without the technological sophistication to change the setting.
On the other hand, you can switch to Samsung or another Android based devices. That way, you have no guarantee that you will ever be able to update the OS, even if the vendor promises that the next OS will be available for your device. And that includes security updates. For example, the E-Z-2-Use exploit has been in the wild for more than a year. Google patched the vulnerability when it released Android 4.2. But, according to the Android developers site, only 43% of Android devices run 4.2 or higher.
(Those running older versions of Android can protect themselves from the E-Z-2-Use exploit by using either Chrome or Opera browsers.)
