If you can see the wifi hotspots but can't connect, I would guess it is most likely that the transmission power on the iPad is just not strong enough. Apple does everything they can do to save battery power. I can see where some of the wifi relays mentioned in some of the other posts might actually work with something like the iPad.
Another thought is and I am not sure about this, but the wifi radio in a wifi only iPad may not be same radio used in a 3g/4g iPad. If you iPhone would connect to the wifi 200 feet away, then their is a good possibility that this is the case. Again, just speculation on my part as I do not know if the wifi radio's are different in the different iPads and iPhones.
