For reference, I took a 5 year old HP Netbook, with 1GB and a 1.8GHz Atom processor and loaded up Lubuntu. It was running Windows 7 Starter and was painful to use. It's now pretty much "OK" with Lubuntu.
There's no way I'd put Win 7 on an 8 year old laptop.
I'd put XP at best.
I run a 1.6ghz dual core Atom board with 2gig of ram, runs Win7 Pro perfectly fine.
Your problem was the 1gig of ram not the processor, not enough for Win7 to run efficiently.
I have installed Win7 on a P4 (PENTIUM FOUR) with hyper threading (note that IS NOT a dual core)at 3.2 ghz with 2 gig of ram and it runs extremely well.
Even XP will run much better with 2gig of Ram, the extra Ram cuts down on the OS needing to dump/access to the page file on the hard drive. 1 gig of ram is pretty skinny even for XP.
Note, if adding extra ram you should check and adjust the page file size. The page file size should be a min the same as the installed RAM. So if you double your RAM to 2gig you want to increase your page file to 2 gig for best results.
