Money is the issue. For a hard drive & RAM cost, a new 2.4 GHz laptop would cost me eight times as much and they seem to have a fixation with high core numbers and low RAM.
Is this critter worth dual exhaust and a bigger carburetor? Can an expert tweak the clock speed a tiny bit higher or is the bus speed a restriction?

1 gig of ram is pretty skinny, double it to 2gig should be a big help, 4gig most likely won't make much of a noticeable change over 2gig.
Note, 32 bit OS can not access or use more than 3.2 gig of available ram.. That is a hard limitation of a 32 bit OS. No sense paying for 4 gig and not be able to use the entire amount.
Since you are dealing with a laptop, it is a "mobile" processor, many laptops take advantage of a feature available in the "mobile" versions which to conserve battery power allows the OS to slow down the processor speed on battery.
You can disable this feature if you don't mind shorter battery run time. If available on your PC I believe it is found under power settings. You may need to set it to "desktop" settings for best performance.
