For surfing the net which is exactly what Mex needs this for (I think) this would be purrrfeect.
You can buy a Atom quad core Tablet with Android for the same price and it WILL easily out run that "Celeron".
Celerons are cheap due to very little built in "cache" memory plus it only has "L2" cache plus NO "L3" cache plus less than half the side bus speed.
You would not know this unless you work with much faster processors.
Will it work? Sure but it isn't really buying much speed for the money. You can easily find i3 dual cores laptops for around $250 and right now is a good time to watch for sales might be able to land a quad core for a good price due to back to school deals.
Buy cheap, get cheap, as long as you are happy I am fine with it, but Celerons are not all that great of a deal and if you are in the market you may as well spend a bit more and get a better processor.. Pretty darn hard to "upgrade" a laptop processor unless you really are into unsoldering the chip..
With Mex on a tiny budget, Money is the limiting issue, I pointed out a deal for a I3 earlier in the year for under $250 and that was above his budget, this would be well within his budget especially if he could get a open box at $107 and a $50 120GB SSD could be a very nice addition and still keep it within his budget. If you remember your earlier post about tablets how could you recommend them now?
For web surfing what does he need the processing speed for in Mexico?

Tablets also have very limited on board storage capacity (16, 32 gig), no hopes for added memory or even upgrading the built in storage..
While you can get tablets in Quad core processors, they are often hobbled to very low speeds (1-1.2 ghz) and only a few have Intel Atom mobile processors.. Most use ARM processors and use Android OS which severely limits you to finding and buying "Apps" from Google Play or Amazon store and all the Windows software you currently own will not load or work on a tablet..
