Money is the issue. For a hard drive & RAM cost, a new 2.4 GHz laptop would cost me eight times as much and they seem to have a fixation with high core numbers and low RAM.
Is this critter worth dual exhaust and a bigger carburetor? Can an expert tweak the clock speed a tiny bit higher or is the bus speed a restriction?

Depending on what model Intel Core2duo 2.4Mhz your running, it would still be in the same performance ball park as current day Atom quad-core 1.6Ghz based netbooks. However, the Atoms would be more power efficient, and incorporate updated features. Some of which may be necessary for upgrading to WIN 10 for instance.
What OS are you currently running? Your upgraded config should run under WIN 7, barring any specific driver issues. And still have 5-years support before end of life.
If your laptop is running fine otherwise, upgrade the memory to 4G for the biggest improvement, and boost storage to 500G hard drive - around $100. for parts. You can buy a more current used 10" Atom based netbook for the same price, but won't see an improvement in performance. Would likely be slower than what you have.
