Best way to save electricity is turn it off!
Is this fixture on a timer of any type? Is it on a dimmer? I have seen what you describe happen with a fixture that was on a timer.
Also be careful with Halogen bulbs - they get very hot. The small glass shades on a fan fixture may be too small for the heat of a halogen bulb.
