Microsoft Streets and Trips has a feature called "preferred roads" and let me check. Yup
Route: Route Options: Segments: Preferred Roads: Preferred road types.
Lay your start and end points first then follow the path above you can "Turn down" interstates and turn up other roads (or however you want to do it).
