Windows 10 comes with a mapping program that will allow you to avoid highways, etc. As a test, I put in a start in NJ and an end in Jackson, WY. I selected to avoid highways, toll roads, unpaved roads and tunnels. The resulting turn by turn directions included exactly zero interstate highways.
The one downside to this program that I have found so far is that there is no way to plan a route with intermediate stops. You can only enter a start and end point for the trip.
