Not with the 25 dollar radio, but the answer to your question is yes. Who do you think envisioned and developed your smart phone, wifi, TV, text messaging, etc.? That person was probably a ham radio operator; those sorts of things were first done without a fancy network in a much more crude fashion before someone formalized and monetized it.
