The problem caused here is legit. The "DA moron" who programed security this way is to blame. I suspect your problem is similar.

This is actually MS attempting to protect you from someone hacking into your email account. When you log in from a different computer that you haven't logged into from before, MS asks you to confirm that it is really you logging in and not someone else.
At some point in time MS probably asked you to setup a mobile number to associate with your account (they did for me), that way you could have used your mobile number instead of your home number to do the validation.
Security can be a PITA at times (it irritates me as well) but don't blame the programmer, blame the dishonest hackers who are really to blame and force us to prove who we are.

From Monkey44's description, it sounds like he may have been directed to a page where you can request a one-time code that will allow you to login one-time only. That code is to be used if you wish to login from a public computer such as a computer in a library.
