I've had things like this happen-I'll manually install the update from control panel/windows update. If that doesn't work I'll install just the critical updates and then be sure to shutdown and not just restart the computer. Usually this works. I have had the issue recently on one machine that I ended up running malwarebytes to clean it up and then did the manual install and all was good.
