Need Opinions for getting internet provider / hotspot

Everything is done over the Internet these days.. I Have a "Straight talk" cheepie contract at WM, with a Samsung S4 which does NOT have hotspot ability on it. Not really sure what I need, But I...

Whats really annoying with Straight Talk is with phone service you can get 10GB for $55...hotspot for computer internet is $75 for 7GB !!...this I dont understand!
