My advice (opinion) is don't stream over a CG wifi. If you are having that kind of problem than so is everyone else. Adding a streaming solution will likely further strain a challenged network.
Most CG not only have a weak signal to the sites, which can be improved with an external antenna, but they also have limited bandwidth. I would say that most CG networks are setup to handle simple email and internet browsing and not so much for streaming. Please do not think of it like your home cable internet setup.
