ICANN is the governing committee for top level domain(TLD) names. You can't register a domain name directly with them. Instead they accredit Registrars, who file domain names with TLD Registies. I believe Network Solutions was the original accredited Registrar. Soon followed others including GoDaddy, 1&1, etc. You can find a list of accredited TLD Registrars here.
You do own the rights to your domain name as long as it is actively registered in your name. And doesn't infringe on any similar registered trademark. Another way to "possibly" protect your exclusive rights to the domain name.
