ICANN is the governing committee for top level domain(TLD) names. You can't register a domain name directly with them. Instead they accredit Registrars, who file domain names with TLD Registies. You do own the rights to your domain name as long as it is actively registered in your name. And doesn't infringe on any similar registered trademark. Another way to "possibly" protect your exclusive rights to the domain name.
Part of your rights as a register of a domain name according to ICANN is that:"You shall not be subject to false advertising or deceptive practices by your Registrar or though any proxy or privacy services made available by your Registrar. This includes deceptive notices, hidden fees, and any practices that are illegal under the consumer protection law of your residence."
Based on info provided in the OP, this does appear on the surface as unfair business practice, and deceptive as described.
If you have a complaint about a Registrar, you can file it with ICANN.org. Go to internic.net for more info about disputes with a Registrar.
