Not only is it still down, but Firefox, Chrome, etc all refuse to connect saying it's now a "malware" site.

The site could have been hacked, or the server exploited through a vulnerability, and malware injected which visitors could potentially download malicious payload. It's up to the sites admin to correct the issues with the server. Most likely by contacting the hosting company.
