Old School CB?
In todays time is a CB radio still useful and if so what set up is recommended and what is the cost for it to be purchased and installed professionally?

any cb shop will install the radio for you either for free (if you buy it from them) or for a small fee.
my suggestion - if you want realtime (verified) and accurate reporting, you should install and become familiar w/ an application called WAZE !

we use waze when traveling.. problem is cell service. On like t-mobile service can be 2g, on the interstate :( which is slow.. You can literally out run the updates to map. It is somewhat helpful to see ahead but on the road with trucks you can talk to someone going the other direction and get good intel on traffic ahead..
a good CB along with waze is a good combo
