It would block some popups, but not those "modal" types using Javascript libraries such as JQuery. As an example, go to this
website, and try clicking some of the examples to see if IE is able to block them? Websites can easily incorporate these to push ads.
You can disable most ad popups using an Adblocker, and virtually all using a script blocker, but will likely lose functionality on websites. Most websites need Javascript in one form or another.
