I've never tethered my iPad to my PC and was wondering if there were any precautions to be taken to prevent loss of data or damage to either one? I assume the charger cord, which has a USB plug on one...

There are printers now that will let you print from your iPad. Look for full compatibility with Airplay. My last one only printed photos. Brother Laser that I just bought let's me print anything.
If you have a Mac, you can use the Capture app to move photos directly from an IOS device. Per apple's website you can do it on Windows 7 or 8 as well but it links you to Microsofts site for directions. You do need to have to change settings on iPad. See the apple link first even if you are on Windows.
