Windows tablets with built in GPS are a bit scarce. I did locate an 8" Asus VivoTab which has GPS at the Microsoft Store for $149.

Be aware that programs such as Streets & Trips can not use the built in GPS without additional software such as Centrafuse Localizer or GPS Reverse. This software generates a virtual comport which makes the GPS appear as an external device.
Last fall I purchased a Winbook TW100 tablet with 10" screen which is a Microcenter store brand. It is presently selling for $149.99 in their store. It does not have a built in GPS but it does have a standard sized USB 3 port which allows me to plug in my Garmin eTrex GPS. I am running Streets & Trips and can also play out music and listen to audio books. Everything works great.
