Yes, it would. That's the point. It excludes everything else from coming in contact but as the center conductor comes in contact with the receptor it cleans the conductor and makes what I consider to be a perfect connection.
Please keep in mind that I don't care what you do or what others think and I won't argue with anyone with a differing opinion. I am simply telling you what works and what several thousand of my customers were, and are, happy with. I have also used the same setup in my own coach for over 15 years without a single failure. If I disconnected my coax from my Winegard Trav'ler today it would look exactly as it did when I installed in back in 2012 or 13 and it will look that way 5-10years from now (I have never kept any antenna longer than that).
