I have found on some occasions, the antenna works better if not fully extended. And yes, sometimes it works better on the roof. I've never figured out why, I'm just guessing the signal is coming from a specific direction, and the antenna is catching it just right. No problem if it's up, down, or sideways??? if the television is working, I don't care how the antenna is positioned.
The roof of my camper is arched. When the antenna is fully extended, it's actually leaning. I don't know if that has anything to do it with, but I have found, if not completely up, but the arm is bent slightly, almost in "W" angle position (inside of that "W" angle from the roof), it seems to actually work better.
